    I will post official hints for 3a here (if anyone responds indicating that hints are still needed). Your first hint is, as you have probably already discovered, this is not a caesar shift, but it is still a monoalphabetic cipher.

    Frequency analysis is a tool to help you solve a cipher, it is not a type of cipher. Yes, frequency analysis will help you in solving 3a.

    Hopefully you are all doing well with the frequency analysis and the fact that the word structure is intact (so you can start to complete words to help figure out more of the cipher).     As stated in my previous comment, it is an affine shift cipher, which is a type of substitution cipher yes.
